The purpose of this project is to develop a statewide quality assurance (QA) plan for ITS deployments. The FDOT has aggressive ITS deployment goals during the coming decade which necessitate that QA issues take on a particular significance. As the FDOT Ten-Year ITS Cost Feasible Plan (CFP) is implemented, there must be interoperability among the various ITS deployments, as required by the Federal Highway Administration’s (FHWA) Rule 940, Intelligent Transportation System (ITS) Architecture and Standards.

The FDOT must assure the interoperability of some 2,000 ITS field devices with 12 regional transportation management centers (RTMC), including more than 500 legacy field devices. This will be accomplished by employing the statewide QA plan to be included as part of the Systems Engineering Management Plan (SEMP) and a separate functional organization within the Traffic Engineering and Operations Office ITS Section that will be responsible for applying QA processes. Efforts under this project shall be devoted to development of the Statewide Quality Assurance (QA) Plan for Intelligent Transportation System (ITS) Deployments. The SEMP shall provide guidelines on the application of the QA plan in FDOT ITS projects.
