In March 2002, FDOT traffic engineers and managers updated their original contraflow plan, which was first produced in June 2000 in response to the evacuation from Hurricane Floyd. The hurricane activity during the summer of 2004 raised many of the same evacuation concerns about how best to use Florida’s limited-access corridors as one-way or contraflow routes.
The June 5, 2005, contraflow study, entitled Contraflow Plan for the Florida Intrastate Highway System, was prepared to address two primary needs: (1) review the existing contraflow plans with the FDOT Districts and (2) discuss the need to establish contraflow plans for other areas where no plans currently exist.
This 2005 update was based on a comprehensive review of the existing District plans and a series of public meetings with the various stakeholders to determine their needs. These discussions, which also included the FDOT District Maintenance and Safety Office personnel, the Florida Highway Patrol, and other emergency responders, produced recommendations on ways to make contraflow operations safer and more feasible as evacuation procedures.
