Florida's Post-Hurricane Stop Sign Policy

During the 2004 and 2005 hurricane seasons the state suffered wide spread damage and power outages. As a result the state roadway infrastructure received extensive damage to the traffic signal systems. With these systems being crippled the extensive use of law enforcement to manage traffic was crucial.

Although Florida Statutes state that the driver of a vehicle approaching an intersection in which the traffic lights are inoperative shall stop in the manner indicated in F.S. 316.123(2) for approaching a stop intersection. With this stated, the placement of stop signs is not necessary but it is beneficial to the motorist. The goal of this Assignment is to establish a policy and plan that will achieve statewide consistency dealing with this issue.

To develop a Florida Department of Transportation (FDOT) policy and plan to support the placement of stop signs at non-functioning signalized intersections after a hurricane. This plan will detail and address multiple intersection geometric designs and prescribe solutions for stop sign placement at these locations.
